Why can a Darwin retrospective valuation produce a capital loss?

Because Darwin values peaked around 2013–14 and then declined for several years, a property first rented out near the peak often has a cost base above its later sale price.

That is a legitimate and frequently overlooked outcome. Owners who assume property always gains, and so skip the valuation, can miss a capital loss they were entitled to recognise.
